The 2022 FIFA World Cup has been the subject of intense international debate following the winning of the right to host the event by Qatar, a notoriously sloppy state with respect to human rights in general. In particular, there has been discussion about the lack of thoroughness in FIFA’s choice of host state and its co-responsibility in Qatar’s sportwashing actions. In this paper, we question whether the commission of international wrongdoing can be credited to Qatar, Switzerland, and FIFA by analyzing the customary and covenant international law human rights norms that may be applicable to the case
