410On the assumption that algorithms constitute a real form of power, the work aims at investigating the reasons why public administrations are in a state of subjection with regard to the use of technology. We look at the organisational level, particularly at the level of competences, and at the gaps that exist. Despite the regulatory and case-law requirements, the lack and inadequacy of the technical training of civil servants in terms of recruitment, updating and training are in fact measured. Finally, the impact of unpreparedness on the practice of outsourcing software, in terms of legality, transparency and accountability is verified
