Local development of peripheral areas is nowadays a central topic in the European academic and institutional policy debate. The promotion of tangible and intangible local cultural resources and the evolution of marginal territories towards tourism destinations are undoubtedly the most frequently used to trigger or foster local development processes. The first approach can be described as culture-led: this model contributes to foster local development by enhancing the identity, i.e., a “place” ’s tangible and intangible culture. On the other hand, the tourist-led approach is oriented towards enhancing local growth by attracting foreign visitors in new destinations where nature, sports, events, and in general people’s wellness are key development factors. The analysis of the In Luce program allows highlighting the complexity and facets of the possible trajectories of cultural and tourist enhancement of peripheral territories. The study was conducted through an in-depth analysis of the proposals submitted for the grant selection, to understand and systematize the multiple links between cultural endowments and tourism promotion of territories. Combining the types of heritage and the related types of tourism, we propose a taxonomy that identifies three main paths of culture-led tourism development: the cultural activation, the cultural diversification and the tourist leverage models. Lo sviluppo locale delle aree periferiche è ad oggi un tema centrale nel dibattito europeo accademico ed istituzionale. La promozione delle risorse culturali tangibili ed intangibili e l’evoluzione delle aree marginali in territori turistici sono sicuramente gli esempi più adottati per innescare e favorire percorsi di sviluppo locale. Il primo modello può essere definito culture-led: un modello che contribuisce ad agevolare lo sviluppo locale facendo leva sull’identità, ovvero sulla cultura tangibile ed intangibile di un luogo. Da un’altra prospettiva, l’approccio tourist-led mira alla crescita locale attraendo visitatori e flussi turistici in destinazioni in cui la natura, le attività sportive, gli eventi e le attività collegate al benessere costituiscono fattori chiave di sviluppo. L’analisi del bando Inluce permette di evidenziare la complessità e le sfaccettature delle possibili traiettorie di valorizzazione culturale e turistica delle aree periferiche. La ricerca si basa in primis su un’analisi approfondita dei progetti presentati e finanziati dal bando, con lo scopo di comprendere e sistematizzare le molte interconnessioni tra risorse culturali e sviluppo turistico dei territori. Mettendo a confronto i diversi tipi di patrimonio culturale e i relativi tipi di turismo, si propone una tassonomia che identifica tre principali traiettorie di sviluppo turistico a base culturale: l’attivazione culturale, la diversificazione culturale e la leva turistica.
