Although Regions were already contemplated in the Constitution, they were not implemented until the 1970s, more than 20 years later. Timely legislation would have been necessary, but it was not adopted. The period of the «rediscovery» of Regions began with the first regional statutes and a remarkable political activism (a regionalist ruling class was born then, some of whom went on to enter Parliament), but it was also short-lived. The traditional organisational model soon prevailed. Today, after the controversial reform of Title V, Regions are at a crossroads: either they remain as they are, or they promote a new constituent season
