The strong regionalism envisaged by the Constitution was held back for economic and political reasons. The financing of regional activities in a regime of «derivative finance» has led, especially in recent years (direct election of the President, world economic crisis), to a weak regionalism, with the abandonment, in the face of globalisation, of the commitment to develop common proposals at national and European level, and the short-sighted demand to strengthen one’s own backyard, jeopardising the unity of the Republic.
