After a brief illustration of the German system of territorial and local government, this contribution will illustrate recent trends and developments that are to be seen as reactions to the tensions between local autonomy and democratic participation, on the one hand, and the efficiency and effectiveness of the local government system in providing services to the local community, on the other. Indeed, these are the two main dimensions that any local system must bring into balance.
