Despite ruling 242/2019 in which the Constitutional Court identified some circumstances that made aiding another person’s suicide not punishable, and also urged Parliament to intervene on this delicate matter, nothing has changed, leaving citizens with no legislative solution. Among the various proposals to overcome Parliament’s inertia, some Regions have started to discuss the popular bill proposed by the Luca Coscioni Association. The Veneto Regional Council was the first regional legislative assembly to discuss and vote on a bill, which was ultimately rejected. This attempt draws attention to the need to analyze and define the division of legislative competences between the State and the Regions in the delicate area of «end of life» legislation.
