The essay analyses a recent act approved by the Italian Parliament, focusing on the many issues it deals with. The author believes that many of the provisions could have been issued directly by the Ministry, without the need to involve the most rigid source of statutory law. Furthermore, the deregulatory approach that characterizes many provisions of the approved act, and particularly the rules on health and safety and those that allow the use of underground work environments, is criticized as it appears contrary to the duty to improve living and working conditions «so as to make possible their harmonisation while the improvement is being maintained», which the Italian Republic has assumed by signing the European Union treaties (art. 117 Treaty of Rome and art. 151 TFEU).
