33This article explores the Neapolitan Revolution of 1820-1821, one of the most significant political events in southern Europe during the early 19th century. In Naples, this brief revolutionary period marked a pivotal and socially inclusive experiment in liberal politics. Based on the hypothesis of a broad, spontaneous, and self-sustaining model of politicisation, the article examines the intersection of newly emerging mechanisms of political participation with the rise of actors and territories on the periphery of the established order. It focuses in particular on the concepts and practices of popular sovereignty and representation as experienced by ordinary people during the formative phase of liberalism. The primary source for this investigation consists of the hundreds of petitions submitted to the Parliament of the Two Sicilies. These documents provide a unique lens through which to analyse the empirical development of the notions of citizenship and public opinion during the constitutional experiment. They also shed light on the importance of municipal autonomy and decentralisation for Neapolitan liberals and underscore the relevance of this revolutionary episode in the broader history of European liberalism in the first half of the 19th century.
