The first step is to consider the potential impact of placing emphasis on cities. Horizontal subsidiarity and the enhancement of the associative nature of municipalities are key elements to encourage innovative forms of collaboration aimed at improving public services and meeting general interests. However, the principle of differentiation has had limited application compared to the principle of subsidiarity and adequacy and has mostly been applied to smaller realities; the principle of differentiation should also be applied to medium-sized and large municipalities to improve the management of general interests.
