The paper examines the effects of Judgment No. 192 of 2024 of the Constitutional Court on the implementation of art. 116, III, along with the (preliminary) determination of the essential levels of services related to civil and social rights that must be guaranteed throughout the nation (s.c. LEPS), and their costs. A potential starting point is identified by the Court in the analysis carried out by the "Commission for the identification of the LEP" established by the Decree of March 23, 2023. The analysis done by the "Commission" helped reconstruct the legal framework of this «terra incognita». Such analysis now deserves to be examined and enhanced in light of the insights provided by the Court.
