With this contribution the Author investigates a central profile of the reform of differentiated regionalism, referred to article 116, 3rd paragraph of the Constitution, which was implemented with law 86/2024. If financial invariance were guaranteed, the costs of differentiation would not be passed on to other Regions, thus eliminating any doubts and criticisms in regard. In this regard, the indications provided by the Constitutional Court in ruling 192/2024 appear to be of cardinal importance. It is on these profiles that the Author focuses primarily, with the awareness that the implementation of differentiated regionalism according to cooperative dynamics would constitute a positive factor for the entire governance of territorial bodies.
