The paper examines the role of the residence permit provided for by art. 18-ter TUI in the framework of criminal strategies to combat labor exploitation. After briefly retracing the attempts of the criminal legislator to combat the phenomenon and examining the causes that hinder its emergence and the collaboration of victims, the new residence permit is compared, in terms of the conditions of application, with the "reward" measures already known to criminal law, from which it differs profoundly, as it is intended for the victim and not the perpetrator of the crime. This starting point allows to draw some indications of orientation in the practical application of an instrument that can be very effective, but only if widely used.
