The structure and functions of Parliament have always occupied a crucial position in the comparative studies of institutions. The new reform projects for the House of Lords devised by the Labour Party reiterate its importance right in the cradle of Parliamentarism. After a revisitation of some classical stylistic elements on the legal architecture of Parliament in the history of constitutionalism, this article proceeds to a critical examination of those projects, analysing their characteristics from a historical perspective and highlighting conceptual aporias and procedural weaknesses, concluding with some general reflections on the relevance of bicameralism in the democratic State.
