The contribution arises from a dialogue held at the library of «Il Mulino» with Judge Pitruzzella, who introduced the meeting. The Autor tried to give an account of some aspects of the ruling. In particular, those pertaining to the definition of LEP, the guarantee of financial invariance and the identification of principles that justify the differentiation, namely, subsidiarity, differentiation and adequacy, in a context that must remain unitary and equalizing, implementing a dynamic and multi-centric system of allocation of competences.
