418In the aftermath of the Tiananmen Massacre, the legislative clash over the protection of Chinese students in the United States and the broader American response to the events in China underscored a significant shift in the decision-making landscape in Washington regarding Sino-Us relations. This period marked the beginning of a more diversified and contested approach to the formulation of American policy towards the People’s Republic of China. Unlike the previous two decades, a multitude of actors, particularly Congress, began to play an increasingly prominent and unprecedented role.
