In the aftermath of the Tiananmen Massacre, the legislative clash over the protection of Chinese students in the United States and the broader American response to the events in China underscored a significant shift in the decision-making landscape in Washington regarding Sino-Us relations. This period marked the beginning of a more diversified and contested approach to the formulation of American policy towards the People’s Republic of China. Unlike the previous two decades, a multitude of actors, particularly Congress, began to play an increasingly prominent and unprecedented role.
