The purpose of the present work is to provide an overview of the most distinctive characteristics of the regional healthcare system in Umbria, where occurrences, narratives, and projects related to this sector have played a prominent role in shaping political events. This phenomenon – although long-standing – is characterized by growing intensity when observed in the dynamics associated with the last three legislatures, where destabilizations of consolidated balances have occurred, giving rise to clear fractures that have been instrumental in the redefinition (including periods of rise and fall) of Umbria’s regional governments. The focus of the investigation will be explored in light of the emerging relationship between the public and private sectors, with particular attention to indicators such as interregional mobility, the status of waiting lists, and the essential levels of care.
