Giorgio Napolitano was the first former Communist to take on a responsibility that, in the years of the so-called First Republic, had traditionally been the «reserve» of the Christian Democracy Party. The Ministry of the Interior has always been considered the «heart» of the State (Cossiga dixit), an essential element of institutional and political balances. Napolitano interpreted the role with great moderation and political wisdom. With him, a «tradition» was consolidated, which saw former Ministers of the Interior later become Presidents of the Republic (Cossiga, Scalfaro).
