The purpose of our study is to analyze the role of the committee system in democratic consolidation, and specifically in the institutionalization of Parliament, in the First Republic between 1968 and 1994. This contribution represents the first step in arriving at a thorough understanding and interpretation of the functioning of a crucial period in our democratic history in which, after the legislatures of the establishment, the parliamentary regime stabilized in the face of the political crises of the period. According to our hypothesis, small parliaments served to consolidate an unprecedented polyarchy, in a polarized political environment, in which the consequences of high inter-party and sometimes intra-party conflict remained.
