The essay examines the Parliamentary Committee for the Oversight of Intelligence and Security Services and State Secrecy (Copaco) during Italy’s «First Republic» and the documentation it produced, much of which remains subject to secrecy restrictions. Drawing on the limited material available, it offers a critical interpretation of the Committee’s functioning and its relationship with the government, highlighting the structural tension between the demands of secrecy and the principle of transparency.
