325This article examines the role of energy policy in the early summits of the Group of Seven (G7), situating its analysis within the wider framework of international relations during the energy crises of the 1970s. Covering the period from the Rambouillet Summit (1975) to the Venice Summit (1980), the study examines how the G7 functioned as a platform for coordinating responses to global energy challenges amid shifting geopolitical dynamics. While traditional IR scholarship on the G7 tends to focus on high-level diplomacy and final communiqués, this research shifts attention to the substantive energy-related discussions that took place within the group. Drawing on newly accessible archival sources from multiple national and international repositories, the study critically evaluates the G7’s capacity for collective action and policy coordination in the energy sector. A central question addressed is whether the G7 acted as an effective multilateral forum for managing the consequences of the oil shocks, or whether transnational actors – specifically multinational energy corporations – played a more decisive role in shaping Western energy strategies. In doing so, the article contributes to ongoing debates in international relations theory concerning the efficacy of informal global governance mechanisms and the interplay between state and non-state actors in global economic governance.
