Shared administration has not been immediately recognised and acted upon by public administrations from an administrative point of view. The causes of the slow and laborious progress are manifold and concern both the restrictive interpretation offered by jurisprudence and the need for a radical change in the culture and approach of the parties involved. Even following sentence No. 131/2020 of the Constitutional Court, and without prejudice to European law and jurisprudence expressing a favour for activities in the general interest carried out by organisations of the third sector, some critical application issues peculiar to shared administration do not seem to have disappeared.
