The issue of poverty has emerged as a significant concern in contemporary international law, gaining considerable relevance in discussions on sustainable development goals. Although no binding legal norms currently regulate the objective of eradicating poverty at the global level, an analysis of economic and social rights, soft law instruments, and state practice suggests the emergence of certain standards that international actors should observe when engaging in international cooperation against poverty. In particular, this study identifies key requirements for international cooperation, including adherence to the principle of solidarity, the allocation of resources to sustainable development goals, the adoption of Human Rights Impact Assessments (HRIA), and equality among partners. Within this framework, the present contribution examines Euro-Mediterranean relations, with a specific focus on the European Neighbourhood Policy and initiatives within the Union for the Mediterranean. It argues that state practice indicates the consolidation of such standards and demonstrates their essential role in ensuring that international cooperation aligns with the overarching objective of poverty eradication.
