The paper examines the role of the European Union in promoting gender equality through its external action, with a specific focus on Southern Mediterranean countries. Starting from the relevant EU and international legal framework, this study analyses the Gender Action Plan III (2021–2027) as the main strategic instrument adopted to mainstream gender in EU external relations. The study explores the interaction between GAP III and binding instruments such as Regulation (EU) 2021/947 (NDICI – Global Europe), assessing the gender mainstreaming impact in politically fragile contexts. The article highlights the limitations of relying on soft law governance and calls for greater legal consistency between EU internal and external actions.
