1345This essay explores material interferences between legislative competences as a lens through which to read the evolving nature of italian regionalism, increasingly shaped by a case-driven and centripetal constitutional jurisprudence. By distinguishing the different forms of hybridisation – both vertical and horizontal – the analysis shows how the very lexicon of «matters» has become the site of an interpretive ambiguity that enables the constitutional court to translate multiple overlaps into state prevalence, turning cooperation into an occasional practice rather than a structural principle, transversality, the «point of equilibrium» doctrine, and the selective use of prevalence reveal a dual-guarantee model of regionalism in which supremacy often hides behind the ambiguous vocabulary of cooperation. The essay therefore argues for the potential of a form of «cooperative prevalence» and of a «well-tempered» guarantee-based regionalism, in which disentanglement does not reproduce centralising automatisms but instead works as a form of «nudge supremacy, encouraging more stable and genuinely representative channels of inter-institutional dialogue.
