This paper begins with an analysis of Constitutional Court ruling no. 45 of 2025 to reflect, more generally, on the limits and modalities through which financial equalization instruments and those for coordinating broader public finances can legitimately be intertwined, as well as on the roles that the State and local authorities are called upon to play in the broader financial plan outlined by Article 119 of the Constitution.
