In promulgating the "motu proprio Apostolica sollicitudo", pope Paul VI removed from the discussions of the Second Vatican Council the question of a "consilium" of bishops to advise the pope and exercise the authority of the episcopal college. "Apostolica sollicitudo" established the Synod of Bishops as a consultative and only exceptionally deliberative body. At the same time, "Apostolica sollicitudo" is a flexible norm, leaving open positive options for the development of the Synod, including greater synodality of the body. The publication of the Order of the Synod of Bishops (23 December 1966), drawn up by a small curial commission headed by Pericle Felici and the Congregation for Extraordinary Ecclesiastical Affairs and supervised by Paul VI, definitively closed those options for the development of the Synod that had been left open by "Apostolica sollicitudo".
