This paper argues that while there are many interesting and important points and suggestions contained in the Draghi report on the future competitiveness of Europe, the underlying weakness of the report’s recommendations is that they arise from an entirely space-blind and sectoral perspective aimed at responding to externally driven growth challenges. Yet, many of the most serious political economy challenges facing the European Union are internal challenges inherently related to the unequal economic geography of EU growth. In order to gain traction on the issues that Draghi raises, a framing which also takes seriously these internal economic geography-driven political and institutional challenges is required.
