This article interprets the evolutionary trajectory of Italy’s active labour market policies (ALMPs) from the 1990s to the present along four relevant dimensions, useful to draw a balance of the last decade. They are the role of ALMPs in the overall system of labour market policies, the relationship between the state and regions, the relationship between the public and private actors, and the conditionality of benefits. Unlike several other components of labour market policies, ALMPs have not been characterized by ideological positioning and inter-party competition. This is ultimately due to a lack of demand linked to the structural features of the Italian productive and socioeconomic system. In the absence of strong political demand, radically reforming ALMPs hinges upon large investments of political capital on the part of decision-makers, which may easily be shifted to more rewarding issues. The article takes stock of the reforms introduced, interpreting their evolutionary trajectory and analyzing the future challenges that await ALMPs in Italy. Despite substantial resource investments in recent years, outcomes in terms of access to services remain territorially heterogeneous, as that of territorial fragmentation is still the biggest challenge for Italian ALMPs.
