Although food poverty is conceived as an issue belonging to the past, Italy’s welfare system’s responses to Covid-19 pandemic shows a different scenario. Indeed, food poverty was one of the principal fields wherein Italian public welfare had intervened since the first moment of the spread of the infection. In such context, Italian public welfare’s defects strongly emerged. Therefore, cities’ local welfare systems were the primary arenas where population’s needs had been faced, mainly thanks to urban social innovative actions. In such respect, this paper concerns a comparative study between Milan’s and Turin’s governance and social innovative food poverty reduction’s strategies. By using a Mixed Methods approach, it highlights the specificities of the two systems of response, their logic, similarities, and differences. The main results show a relationship between urban social innovative actions, multilevel features of both public governance and regulation, and the idea of Covid-19 pandemia as a «black swan». Indeed, it is possible to affirm that in Italy, urban social innovative actions in the field of the food poverty reduction are not able to walk only on their legs. They need public actors to consolidate over time and to face both unexpected events like Covid-19 pandemic and the persistent high rate of absolute poverty among Italian families.
