166The housing crisis is primarily characterized by affordability issues, especially for those who access housing by relying on low and middle incomes without financial help. Less attention is given to the risk that housing costs enlarge poverty by eroding the resources available for non-housing expenses. Milan, despite being the Italian city with the most dynamic job market, has observed a significant growth in housing costs that was not paralleled by rising wage levels. With reference to 2023 (latest data available) the paper compares rents and reference wages in the private labor market, combining the cost-to-income method with the residual income method and showing how high rents tend to widen absolute poverty in Milan much above the official poverty line calculated by the Italian statistical office. Through these data, the paper suggests a housing-induced increase in poverty and the risk of expulsion of the poorest households from the city. The results allow us to contextualize the phenomenon of the growing unaffordability of Milan’s housing system and its weight on the widening of poverty due to housing costs, and to contribute to the public debate around the role of public policies.
