This article contributes to the field of public policy analysis by examining the decisionmaking processes behind Italy’s two main digital identity initiatives: the Electronic Identity Card and the Public Digital Identity System. Positioned within the broader challenge of public sector digitalization, the policy is conceptualized as a wicked problem and analyzed through the methodological framework developed by Bruno Dente (2011). The study draws on document analysis, semi-structured interviews, and specialized tools such as NVivo and SocNetV. The findings provide empirical insights into the evolving policy arena and reveal two distinct governance models shaping digital identity in Italy. The article highlights the strategic interactions and conflicts among public and private actors, shedding light on broader implications for state sovereignty and the digital transformation of public administration.
