27The on-going global transition constitutes a turbulent process that reshapes power structures, identities, and governance systems within the context of a systemic crisis. Key historical junctures – the post-war periods of 1919, 1945, and 1989, together with the 2008 financial crisis – represent critical moments during which established international orders disintegrate and new, often precarious, configurations emerge. The post-World War II Pax Americana established the United States as guarantor of Western European stability and global economic governance; yet from the 1970s onward, neoliberal restructuring profoundly altered economic and geopolitical balances. Since 1989, neoliberalism has consolidated its dominance through the asymmetric integration of Eastern Europe into a Western-led order, intensifying social inequalities, labour precariousness, and societal fractures. Concurrently, the rise of China poses a formidable challenge to Western former hegemony. The contemporary international dis-order is marked by democratic erosion, widespread delegitimization of liberal-capitalist regimes, and an urgent imperative for comprehensive systemic reforms to avert an imminent systemic collapse.
