Promoting lifelong learning in the European union, initiated in the early '90s as part of social investment strategies, has led to developing policies that value non-formal and informal learning. In Italy, adopting the Eu’s Council Recommendation on December 20, 2012, has spurred the creation of a National competence certification system (Nccs). This study, using a neo-institutional approach and conducting a comparative analysis of responses from different regions, examines the structuring paths of regional competence certification models. The goal is to understand which institutional isomorphism strategies have been implemented to shape the similarities and differences in regional systems. The investigation reveals significant regional variations indicative of institutional isomorphism processes characterised by coercive, mimetic, and normative pressures. These pressures shape the convergence and divergence of regional systems towards a national standard. The study contributes to the sociological reflection on institutional isomorphism, highlighting the interaction between European policies, national frameworks, and regional adaptations in the realm of social policies. The findings offer insights for future solutions, applicable in other policy areas, to counteract the territorial fragmentation of social policies.
