Managed Alcohol Programs (MAPs) are innovative strategies based on controlled consumption to help individuals with alcohol-related issues. Despite being internationally recognized as effective harm reduction strategies, they have never been adopted in Italy. This article investigates the implementation of a MAP within public emergency services for the homeless in Perugia through fourteen semi-structured interviews with service managers, staff members, and service users. The current abstinence-based model in these services has several negative consequences that a MAP could help resolve. The Perugia context appears suitable for implementing such service; however, there is general discouragement due to the opportunistic political attitude towards homelessness and the reluctance to experiment with harm reduction strategies.
