717The launch of the «Reddito di Cittadinanza» (Citizenship Income) in 2019 represented a turning point in the Italian landscape of the contrast to poverty. In an attempt to overcome territorial particularisms and to standardise the implementation of the scheme, the management of the economic transfer was carried out at a national level. At the same time, care of the beneficiaries and the definition of inclusion paths, based on the assessment of needs and skills, were entrusted to local services. In this paper we will discuss the case of the Employment Centres, in which the new policy approach entailed a remodulation of the areas of intervention of the service and a redistribution of tasks between staff and navigators. Finding themselves faced with a different – and more fragile – group of users than those previously belonging to the Employment Centres, the workers had to develop new conceptual and cognitive categories to «read» the beneficiaries of the «Reddito di Cittadinanza». This triggered a process of redefinition of both their own role and their relationship with users. On the basis of semi-structured interviews carried out with Employment Centre staff and navigators, we are interested in exploring the labelling processes applied to minimum income recipients on the ground of two categories: capacity and willingness. Capacity recalls the set of resources that recipients have or could deploy to get out of their situation of need; willingness, on the other hand, refers to the extent to which these subjects are considered proactive in wanting to get out of their condition of vulnerability.
