It was the cardinalate centre closely attendant on Pius IX that circularised his cultural directives and rallied Catholic leaders around them. The call for doctrinal orthodoxy needed to combine with a flexible assessment of public policy in different State contexts, bearing in mind the political and social upheavals that markedly transformed the organisation of civil and public society, the State, and the external relations of the Catholic Church. It was from this process, initiated in the mid-1860s, that the Curia intelligentsia began to reflect on the modern State. Over the next two decades, the Vatican line developed beyond the polemical stance of clerical journals such as «La Civiltà Cattolica», giving rise to debates led by the Roman laity in «La Rassegna Italiana».
