133This article analyses the changes that took place in Portuguese political culture with regard to the relationship between the State and the citizen in the period between 1870 and 1890. More specifically, it considers the impact and influence of Bismarck’s State socialism on the Portuguese political and intellectual debate, focusing in particular on the emergence of a Caesarist proposal, in favour of changing the role of the State and shifting the centrality of legislative power to executive power. This proposal was put forward in the 1880s, but only materialised after the English Ultimatum of 1890, through the adoption of authoritarian political solutions and a decrease in individual rights and freedoms.
