Populists are gaining power at all levels of government, implementing their agendas and changing the operative structure of liberal democracies. While research has addressed the impact of populist parties on public administration, a comprehensive distinction between the various types of populist party and the multi-level layout of the political system is lacking. This study addresses these research gaps by examining the impact of inclusionary populist parties on local administration in large Italian cities. Employing a mixed-methods approach, the article analyses the administrative performance of Italy’s 125 largest cities and presents case studies of two local administrations under an inclusionary populist government. The results indicate that inclusionary populist parties exert distinct influence on the administration compared with exclusionary populist parties. However, the structural and institutional conditions impose considerable constraints on the populist programmes, at least in the short term.
