The article is based on two separate pieces of qualitative research into integration programmes for asylum seekers and refugees in Italy. These programmes are designed as «civic integration» projects involving unpaid or underpaid work through volunteering and internships. In this article, we argue that these integration programmes can be understood as a form of humanitarian exploitation promoted by the reception system through the promise of paid employment and a residence permit. We also explain why and how asylum seekers and refugees decide to engage (or not engage) with the integration programmes, despite the lack of remuneration, the allocation to undervalued tasks and limited employment opportunities. We illustrate how migrants respond to this form of humanitarian exploitation by adopting various tactical strategies, such as using volunteering and internships to mitigate enforced waiting periods, to negotiate asymmetrical relations with social workers, and to manage contradictory class mobility. Furthermore, they combine engagement with conflicting strategies, as well as moments of rupture, refusal and resistance that are closely interrelated with the temporalities of migration.
