"Versus" cosmopolitanism and its bold institutional architectures, in Hedley Bull’s view international law is simply a device for preserving order in international society. This is at a time when the effectiveness of norms is based on the consensus and practice of states, and not on coercion from a possible higher authority. Ultimately, the international legal system is a system of rules which, founded in history, can provide stability to an intrinsically anarchic world.
