498This article explores the concept of Smart Cities in relation to the Smart Specialization Strategies (RIS3) within the European Union. It examines the role of these strategies in fostering sustainable and inclusive urban development across European cities. Through an ecosystem-based approach and open innovation, Smart Cities are presented as tools to enhance urban quality of life by promoting collaboration between public and private stakeholders and the use of ICT technologies. Smart Cities are conceived as complex ecosystems where public, private, and civil society actors collaborate to co-create innovative solutions. The ecosystem approach views the city as an interconnected system in which infrastructure, services, and governance must be integrated to maximize efficiency and sustainability. Open innovation drives this transformation through data sharing, citizen participation, and collaboration among universities, businesses, and institutions. Tools such as ICT technologies and Living Labs enable the experimentation of new urban solutions, making cities more resilient, connected, and adaptable to future challenges. The case of Paris is discussed as a model city that balances modernization with cultural heritage conservation, leveraging a Smart City strategy tailored for a densely populated urban environment. In this context, the role of the Paris 2024 Olympics is analyzed as a catalyst for urban innovation and sustainability. The event accelerated the city’s ecological transition by promoting investments in sustainable infrastructure, smart mobility, and renewable energy production. The «Green Paris 2024» plan facilitated the urban regeneration of peripheral areas, such as Seine-Saint-Denis, reducing territorial inequalities and leaving a lasting legacy. The analysis also highlights the contribution of scientific and technological clusters, such as EPA Paris-Saclay, which serve as engines of innovation for zero-impact construction, energy efficiency, and urban digitalization. The integration of RIS3 strategies and major events has strengthened collaboration between administrations, universities, and high-tech enterprises, transforming the Olympics into a development accelerator for a more sustainable and intelligent Paris.
