This article examines the role of cultural festivals in Italian municipalities with fewer than 5,000 inhabitants, exploring their function as tools for social cohesion and territorial regeneration. Based on a desk analysis of the DBFest database and a purposive sample of festivals active in 2024, the authors identify three main territorial clusters: isolated municipalities, small tourist towns, and underutilized amenity-rich areas. The research highlights how festivals – even in contexts marked by low population density and limited infrastructure – can activate social capital, foster civic participation, and strengthen collective identity. Festivals are understood not merely as cultural events but as «fluid infrastructures» capable of catalyzing place-making processes and bottom-up sustainable development. Nevertheless, their long-term sustainability depends on tailored public policies, stable institutional support, and a careful balance between authenticity, local engagement, and territorial capacity.
