The article offers a critical examination of the sociological debate on the incorporation of the community imaginary into welfare systems. The first part shows how the theoretical literature tends to polarize around two main interpretations: an instrumentalist one, which views the invocation of community as consistent with the neoliberalization of public action and functional to welfare retrenchment; and an emancipatory one, which attributes a transformative potential to community action, understood as distinct from, and alternative to, the institutional logics of the market and the state. The second part develops a diachronic reconstruction of the trajectories of the community lexicon in social policy, highlighting the semantic shifts and institutional transformations that have underpinned its diffusion. Finally, the article revisits these two interpretive frameworks, arguing that recent developments in welfare call for a renewed reflection on the relationship between community and public action, in light of the question of politicization.
