399Since the mid-2000s, Italy has seen a wave of bottom-up, culture-led urban regeneration: civic initiatives reclaiming markets, rail yards, factories and churches for collective use. At the junction of planning, social policy and community welfare, these practices build social ties, cultural activity and place attachment – thus a proto-political potential – yet they remain vulnerable to depoliticizing narratives, selective inclusion and technocratic co-optation. From an implicated standpoint, the article analyses programmatic documents and position papers by Italian networks (from «community hubs» to Lo Stato dei Luoghi). It traces four tensions – community, boundaries, conflict, inequality – showing how idealized communities hide borders; «neutral» territorial rhetoric erases conflict; solutionism privileges problem-solving over problem-setting; and symbolic activation works as soft pacification. It concludes by sketching repoliticization paths: horizontally via reflexive spaces; vertically via agonistic relations with public institutions.
