The issue of waiting lists represents a multi-level problem that requires multidisciplinary expertise and intervention strategies at various levels: from the healthcare organization to local, regional, and national authorities, and from professionals to end users. The focus placed mainly on the meso-structural aspects by regulations enacted over the years has not helped to solve the problem to date. The policies pursued by the current government continue to rely primarily on organizational tools, although with some new macro-institutional measures.
