The adoption of the European Pillar of Social Rights and the subsequent initiatives in the fields of labor and welfare policies are often interpreted in the literature as signs of a «paradigm shift» in the social dimension of the European Union. This article therefore aims to assess, eight years after the launch of the Pillar, whether and to what extent this significant shift can also be observed in the area of combating poverty and social exclusion. The research results do not seem to support the idea of a paradigm shift. In fact, despite growing functional pressure and intense mobilization at the supranational level for the adoption of a binding instrument on minimum incomes at the EU level, in 2023 the Council of the European Union adopted only a Recommendation on adequate minimum income. What factors have hindered the adoption of a directive and pushed towards a non-binding instrument? How have social, political, and institutional actors positioned themselves, and what lines of conflict have emerged? Finally, despite the non-binding nature of the measure, can the Recommendation foster the strengthening of minimum income schemes through the multilevel interactions typical of the European Semester?
