Obtaining public support involves managing an administrative burden, which has a markedly unequal impact on access. Although existing research has explored the factors behind administrative costs, more evidence is needed to understand how these costs are experienced within fragmented policy domains, such as long-term care policies in Italy. This qualitative study examines the experiences of older adults and carers with these policies, highlighting the professional practices and local policies that exacerbate or ease the administrative burden. The data collection triangulates participant observation, longitudinal and semi-structured interviews with care-seekers and professionals in two municipalities in northern Italy. The study finds that policy fragmentation significantly undermines approachability, especially for those who are less skilled and less resourced. Professionals and local interventions partly address this issue with band-aid solutions, whereas joint access procedures more effectively and equitably ease the administrative burden and guide care-seekers over time.
