44This article explores the evolution of Cultural Heritage governance models, arguing for a shift beyond the traditional State-Market dichotomy toward a tripolar paradigm that recognizes communities as central actors in the production of cultural value as a common good. Drawing on constitutional principles, the Faro Convention and the Social Economy Action Plan, it critiques the proprietary and economistic orientation of the Italian Code on Cultural and Landscape Heritage and highlights the limitations of conventional valorization tools. The article reconceptualizes participation as a form of shared governance based on mutualism and circular subsidiarity, capable of generating new and durable civic institutions. Through an analysis of three emerging models – special public-private partnerships, community cooperatives and territorial networks – it demonstrates how culture can function as an identity-building, connective and regenerative infrastructure for the sustainable development of territories, countering both overtourism and the neglect of diffuse cultural heritage.
