The paper explores the nature and role of the special public-private partnership as an innovative framework for cooperation between public authorities and private actors operating in the for-profit sector. The special public-private partnership embodies a model of shared governance that moves beyond the traditional public-private divide and enables the involvement of major economic operators in all aspects of cultural heritage. From this perspective, it functions as a flexible and open instrument designed to combine resources, expertise, and strategic visions in the management and enhancement of cultural heritage assets. The analysis also addresses the potential of this model, while acknowledging the challenges that arise in practice, particularly those related to defining the boundaries between the public interest and the private partner’s economic objectives.
